Publisher Content Marketplace is a Microsoft initiative for licensing premium publisher content to AI products, announced on 3 February 2026 by Tim Frank, Corporate Vice President, Microsoft AI Monetization. Publishers define licensing and usage terms, keep ownership of their content and editorial independence, and are paid according to the value delivered, with usage-based reporting returned to them, while AI builders discover content and license it for specific grounding uses. Participation is voluntary, and Microsoft says the aim is to avoid separate agreements between every publisher and every AI builder. It was co-designed with US publishers including The Associated Press, Business Insider, Condé Nast, Hearst Magazines, People Inc, USA TODAY Co. and Vox Media, and Yahoo is named as a demand partner. Microsoft describes the marketplace as a pilot, tested by grounding specific responses in enterprise and consumer versions of Copilot with licensed content, and says it is looking for more partners on both the supply and demand sides.
